This is the dog water fountain at the park:

All clogged up with rocks because the indigenous population lets their dumb kids play with it.
Whatever. Both my dogs can reach the fountain used for humans. I’ll simply use that. Hopefully within site of an IP.
The park is has only been open a few months and already there are water bottles and chip wrappers left on the ground, not three steps from a trash bin.
There simply is no culture of caring for shared resources around here. But, since I’m an old white dude, I pick the trash up and when I get a chance, I’ll take my leatherman and clean out the drain.
We’ve given up on our closest park for the very same reason, we now go a little farther to a place they would never go, a wildlife department learning center with a small museum, aquarium & all kinds of native plants & animals with plenty of nature trails.
